The wonderful folks who brought us DMG Canvas have dropped a modern take on White Box Packages. Highly recommended—no compatibility issues, and overcomes the technical limitations always inherent to WBP.
Also, a plugin for @Lindon's HISE installer, which adds HISE-specific features such as the Download Manager for sample libraries.

@d-healey You can install to both the user's home directory, and system directory. So, for example, users can choose to install your plugin in either home Audio folder, or the System Audio folder.

@clevername27 You can do that with white box packages, it's in the documentation and I made a video about it. I think the only issue is that the package format itself is limited to one location per package, so you have to make two packages and include one within the other - I think this will be the same for Package Builder, even if it hides the inner-workings.

Are you saying that Package Builder has HISE specific features?
And Lindon has a HISE installer?

It doesn't have HISE-specific features. But one of the limitations of WBP is that an installer script could install to either the Home Directory or the System Library—but not both.

Yes, he does! It's a commercial license, and does include a bunch of HISE-specific features. (He's the best person to describe it.)

As I said above, you can install to both with WBP without an installer script.
