@Natan Most word processors and image editors have an option to export to PDF so I've never had a need for a dedicated tool.

@Natan You can use Soda PDF. Or You can use WPS Office and export/Convert docx to .pdf for FREE

I have Adobe subscription, so I use Adobe Acrobat Pro for that

You can also use browser based https://designer.gravit.io/ especialy if you need to combine a lot of graphics, photos and text. Free version exports pdf 150Dpi resolution.
