Windows Display Settings - Scale + HISE plug GUI issues

I need some help tracking down an issue with windows display settings on certain computers.

When I have scaling set to 100%, the plugin GUI displays properly.

If I change the scale to 125%, the GUI resizes properly on my laptop:

If I change the scale to 125% on my Surface3, the plugin GUI resizes, but the plugin border does not.

Got confirmation from a few different users about this happening. Anyone else experience this? Any tricks to make it work on all systems?

Just want to note that other plugs (waves, uad, etc... ) resize properly on both systems.
