Single-Level Items in Hierarchical Menus Panel?

Why do single-level items in a hierarchal menu panel not appear? On the attached image, the behaviour I'm looking for would be for the "Snare" entry. (The image is a mock-up.) For two-level items, the syntax is "<Level 1 Name>::<Level 2 Name>". But single-level names (without the secondary) do not appear in the panel.
