Crackling / Distorted Sound On Any Presets

Hello! We're having one other rare issue with a user where every preset and sound is crackling / distorting (like a low bitrate). The user has tried everything I've suggested in both standalone and VST. Even with a proper audio driver and buffer size like 1024, the crackling still happens. I don't think we've seen a situation where the buffer size or audio interface didn't fix this. Has anyone else run into this?

Specs:
HP wx6400 with dual 5150 2.66GHZ Intel Xeon processors, 16gb ram and Windows 10 Pro vers. 22H2

Interfaces:
ASIO4All v2
Tascam US-1800
