Idiots guide for Win 10 environment setup

Hi guys. Need some details about getting a Win10 environment up and compiling.

1. Win 10 home, enterprise, or what?
2. Visual studio 2017, right? But what library should I pick? From Visual Studio installer
3. IPP. Last build? First release from 2019? Second release from 2018?
4. Win 10 sdk. 10.0.166....? What is the right version to pick?

Asking this because this is the second time I reinstalled Win10 and a sort of combo from previous 4 points with no luck.

Watched the video, and wondering Is installing IPP necessary if you dont have intel chips ?

Does Intel Performance Primitives only work on Intel processor-powered devices?

We have openCV code that uses IPP. We wonder if this can work on iOS devices or IPP only supports Intel processor machines? Thank you.
