I was looking to create a manual pitch correction tool similar to Melodyne. I have very little HISE experience and I was wondering the logistics of creating such a tool and ways to get it done. I am wondering how this could be accomplished and any limitations this plugin may have.

That sounds challenging to do in Hise.

Hise is designed for virtual instruments and synthesisers. You'll need to use c++ for sure to get this to work in Hise and you'll need to do all the heavy lifting.

@AlanTyner Melodyne took 10 years to make it what it is today. Heres my idea, start by reading about Melodyne and what it does. Learn what audio functions are happening under the hood, read the HISE docs to see what you need, Learn any other languages you may need besides HISE, watch @d-healey ’s videos and BOOM you got MELODYNE! 👏

What do you want that Melodyne doesn't already give you?

This sort of functionality is probably beyond the capabilities of HISE alone, you would need to bring in some C++.

Start by studying other pitch shifters, there are several on github. The closes I've seen to a Melodyne style one is Melonix.
