popup items outside compiled plugin

If I use a panel with popupMenuItems, the popup window will exceed the compiled plugin window if it contains more than fit inside the plugin window.
What kind of scripting is needed to set an ordinary panel to have the same behavior, or is it even possible?
The top panel use "popupMenuItems" and the other use another panel to display the items in the subcategories.
As you can see the first display the items outside the plugin window,
is it possible to have that feature for an ordinary panel?
