Sample Start Modulator setIntensity issue

Is it intended behavior for playback to start at the end of a sampler's SampleStartMod amount with an lfo global modulator intensity set to zero? If so, why?

With the modulator's intensity set to 1, it acts as I would expect it. (The lfo effects the playback point.) What am I missing? How do I get this modulator to behave similar to routing a global lfo to a filter cutoff where zero intensity is the same as bypassing the modulator?
