Notarization help

hello, i just bought a mac with bigsur. in short, the plugins and vst do not work and from what I understood here you have to notarize the plugins. okay. you must have a paid apple developer account or is there an alternative solution? I work and compile my plugins on mojave. I try to understand this notorization system but it remains very vague for me. thank you :)
