Clicking Through Panels?

I've noticed that sometimes I can "click-through" translucent Panel components. But sometimes, not. Anyone have an idea?

@clevername27 If the panel is disabled I think you can click through

@clevername27 I confirm what Dave says, disabling it allows the mouse interactions to pass through which is very nice when you need sort of a mask on the top
