Sampler Voice Limit and Behavior

What exactly do Amount and Soft Limit do in sampler's Voice Settings?
What I'm expecting: set voice count to 1, fade time to 5 ms. Play one note, then play another "legato", the old voice fades out in 5ms.
What I'm getting: The new note stops the entire playback.

@aaronventure 5ms is practically instantaneous. Set it to at least 50+ms. You may also need to set the voice amount to 2.
