Innosetup for vst3 question

Hi to everyone! I have a few questions:

1. should I notarize vst3 plugin on Windows? Or is this procedure just for Mac os ?

2. I'm trying to make an installer with Innosetup and need to choose a folder where my plugin will be exported. What folder should I choose for Windows? (I've never been windows user so just have no idea what will be the best choice). Thank you!

1 - just Mac

2 - Go to the Steinberg website, they list the locations for each OS

@d-healey for the moment by disabling the basic windows anti-virus it works. but he considers plugins as malware
