Installers not working On order MacOS version.

Hey maybe some of you guys had the same problem. I have problem with installers on older macs. I creating pkg by whitebox packages app. My plugins and installers are signed and notarized by when someone with mac older than mojave trying open installer he get info that installer is corupted or something like this. Someone had the same issue?
