All notes off assigning

Is it possible to assign a message "all notes off" to separate note on the keyboard (or on sustain pedal CC64)?

I don't understand the question, could you rephrase it? All notes off will turn all notes off. Are you saying you want to turn off a particular note, like C3?

I have many bells sounds in HISE. They work in "One Shot" Playback mode - it's more useful for me than using a sustain pedal, because each sound can be 2min+ long and I want to have my foot free. But sometimes I need to stop all these sounds at once - for now I use the HISE Midi Panic button. Is it possible to assign this button to any key?

I understand. Just put Engine.allNotesOff() in the callback of a button.
